Delhi 2010 General Section Criteria 

Selection Aim
 
1.       Subject to available finances, that Scotland selects a team that performs with distinction in 2010 maintaining the level of overall performance from Melbourne 2006 being a key target.
 
Broad Selection Principles
 
2.       The team selected shall be considered as comprising competitors, coaches, sport team leaders, a general team management, competitor support staff including sport specific sport scientists and general medical team personnel (including doctors, physiotherapists and sports scientists). Personal coaches and Games officials who may receive accreditation for the Games are not considered part of the Scottish team.
 
3.       The team size will be based on quality of potential performance as shown by achievement of agreed selection standards and conditions. It will not be dependant on final Games Village numbers and Team members may need to be located both within and outwith the official Games Village. Team management and support staff will be appointed on the basis of ensuring an appropriate balance of support for all competitors.
 
4.       Membership of the Games team shall be considered as being from the point of selection or appointment by the CGCS. The team represents the CGCS, not individual governing body constituent members. All team members shall be responsible to the Chef de Mission for all Games related matters.
 
5.       General selection principles as detailed in this document are designed to ensure that minimum competitor standards are as consistent as possible across athletes and sports. Based on these principles, sport specific standards and conditions shall be jointly developed by each sport and the CGCS.
 
6.       The Team shall at all times adhere to the CGCS Code of Conduct and Team Member Agreement as a condition of selection or appointment.
 
7.       The CGCS will not select or appoint anyone to the Team who –
 
7.1    Is under suspension by a Governing Body for inappropriate behaviour towards children.
 
7.2    Has been convicted of a serious criminal offence involving children as outlined in Schedule 1 of the Criminal Procedure (Scotland) Act 1995, Protection of Children (Scotland) Act 2003 and other associated legislation, or
 
7.3              Is currently charged with a serious criminal offence against children as outlined in Schedule 1 of the Criminal Procedure (Scotland) Act 1995, Protection of Children (Scotland) Act 2003 and other associated legislation.
 
7.4              Has been found guilty of an offence liable to bring the CGCS or its Teams into disrepute
         
As a condition of selection availability all Team members must complete a ‘Declaration of Compliance’ with CGCS Child Protection Guidelines which are outlined on the CGCS website, and a Team Member agreement.
 
8.      Individual Governing bodies shall keep the CGCS informed of names and performance records of potential competitors and shall maintain an information database on these competitors and enable the CGCS to access this information when required.
 
9.      CGCS retains the authority to deselect any Team Member for breach the Code of Conduct, Team Member agreement or other selection conditions but will liase closely with, and consider the advice of, the team members own sport governing body if doing so.
 
10.     No governing body with a sport or events on the Games programme has an automatic right to competitor selections just because the sport or event is on the programme.
 
11.     Individual Team members or Team sports will only be selected where it is clear that both the performance at the Games has been made a competitive priority, and the preparation programmes are directed at the best possible performance at the Games. All sports competing at the Games will be asked to state how the Games will be prioritised and identify competition or preparation conflicts with other events well in advance.
 
 
Eligibility and Conditions for Representation

12.     Competitor eligibility and conditions for representing Scotland shall be as outlined in the Commonwealth Games Federation (CGF) Constitution and Regulations. This is as follows: 
 
ARTICLE 24
Eligibility
1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all competitors must be citizens or subjects of the Commonwealth Country that enters them and must:
(a) not be currently under disqualification or suspension by the Federation, or their respective Affiliated CGA or IF or under the World Anti Doping Code;
(b) comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed.
 
2. Subject to Article 24(3), where a competitor was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the competitor may initially represent either the competitor's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport.
 
3. After having represented one Commonwealth Country at the Commonwealth Games, a competitor may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the Affiliated CGAs of the two Commonwealth Countries concerned.
 
4. It is the responsibility of all Affiliated CGAs to ensure that their competitors are fully aware of and comply with the eligibility rules of the Federation.
 
5. The Executive Board shall have the power to waive the provisions of Articles 24 (1-3) in its discretion.
 
 
In relation this clause, the CGF Executive at its meeting in August 2004 gave the following guidelines. 
 
If an athlete has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games.
 
Athletes wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games.
Further guidelines were given in August 2005 as follows
 
Athlete Eligibility- Athlete Dispensation Criteria
 
The General Assembly noted the Executive Boards decision that in accordance with Article 25 (5) dispensations would be granted to athletes where common passports exist in that an athlete may represent the new country subject to having fulfilled all the requirements of the relevant International Federation.
 
13.     All nominations for selection must fulfil the requirements as outlined above, and in addition, be members of, or affiliated to, the Scottish governing body of the sport by which they are nominated either directly, or indirectly through their club or other such organisation.
 
14.     Commitment by competitors to future availability for competition for Scotland as a member of either constituent governing body or for CGCS Teams will be taken into account by both the Scottish governing body of the sport and the CGCS when applying selection guidelines.
 
15.     Scottish Governing bodies are asked to identify any potential athletes where there are issues with the criteria as stated so these can be addressed by the CGCS or the CGF if required, prior to commencement of the selection period.
            


Entries
 
16.     Entries shall be made by the CGCS once competitors are selected by the CGCS based on agreed achievement of selection standards. Once selected in the event in which they have met the agreed selection standards, competitors may also be entered in other events
16 a    should there be space,
16b     if the CGCS agrees entry is is not be to the detriment of performance in either the event they have qualified in, or in other events such as relays where there are clear medal chances.
17.     All entries shall comply with the CGF Constitution Protocol 7, Entries, and in particular the requirement that all national governing bodies confirm that all individual competitors conform to the eligibility regulations of the International Federation of the sport concerned, and that the national governing body itself is properly affiliated either directly or indirectly to the International Federation recognised by the CGF.
 
 
Nomination and Selection
 
18.     Each sport shall produce sport specific selection standards detailing how competitors in their sport shall achieve the CGCS selection policy. These will be developed with and agreed by the CGCS and may be based on weights, times, distances, scores, competition results, selection events, as agreed appropriate. The 2006 Games entry numbers and results shall be used as the core benchmark for discussions.   Once agreed, policies will be posted by the CGCS on our website www.cgcs.org.uk. It is the responsibility of individual sports to inform potential athletes and their coaches of the agreed standards, and nomination or otherwise, and selections once made by the CGCS.
 
19.     All competitor and/or team and event nominations shall be submitted by the national governing body along with validated evidence of the competitors and/or teams performance record over the selection period compared to the CGCS selection policy and the agreed sport specific selection standards and conditions.
 
20.     Once nominations are received by the CGCS, they will be assessed by the CGCS against both the CGCS selection policy and the agreed sport specific selection standards and conditions. Recommendations will then be made to a Selection Panel drawn from CGCS Executive members. Governing bodies will then be advised in writing of recommendations for selection or non-selection and any specific conditions.
 
21.     A governing body has the right to appeal on behalf of the competitor against a non selection or selection conditions. If this is enacted, an Appeal Panel comprising of different Executive members from those involved in selection recommendations will consider each case with any additional information provided. Appeals must be made in writing within one week of notification of selection recommendations to the sport concerned by the CGCS.
22.     Any further consideration of these recommendations shall be referred to an independent arbitor identified from the Sports Disputes Resolution Panel. Such arbitration shall only consider issues of CGCS compliance with the selection procedures.
 

 

Time Frames and Communication
 
23.     Sports shall complete and sign off sport specific selection standards by no later than 14th April 2009. Alterations may be made to an agreed policy by the CGCS following a review with the sport governing body if standards significantly change, but no amendments will be made later than 14 April 2009 unless there is a general review of the policy standard by the CGCS as outlined in point 32.
 
24.     If named selection events are used by a sport, these are to be completed at least 10 days prior to a final nomination date of 15th June 2010. These dates will be strictly complied with to allow any outstanding issues to be resolved before the full Team selection date of August 1st 2010. Team sports may nominate squads names based on numbers larger than final entry numbers at this time. These squad names will be reduced prior to final entries being confirmed with Games organisers. With prior agreement with individual sports and the CGCS, sport specific members may be selected and named in advance of 1st August 2010.
 
25.     The Games selection period will start from 1st May 2009. All selections and final entries will be dependent on evidence of form and fitness from 1st August 2010.
 
26.     Unless otherwise agreed, in the first instance, the governing body shall be the point of contact on matters of team selection. Once appointed, the Sport Team Manager shall be the point of contact.
 Selection Guidelines for Competitors
 
27.     Category 1
            Individual Events
27.1   Validated evidence of ability to make a Games top eight or a minimum of a top half placing in the anticipated field, whichever is the tighter standard. This may be varied where smaller, high quality fields are anticipated.
          
Knockout Events
27.2   Validated evidence of ability to make the Games quarter finals, or of being in the top half of the anticipated field, whichever is the tighter standard. This may be varied where smaller, high quality fields are anticipated.
 
28.     Category 2
Team Sports - Rugby, Netball, Hockey
28.1   Each team must have been invited to participate in the 2010 Games by the Organising Committee/CGF as being one of the top teams in the Commonwealth in their sport and must in addition show evidence of ability to finish in the equivalent of the top 8 positions in this sport in the 2006 Games.
 
28.2   If a team is named as a reserve by the organising committee, the team shall only be confirmed if they show evidence of ability to meet the criteria as outlined in point 28.1.   Selection from the five weeks prior to the start of the Games shall not be considered due to lack of preparation time for both the team and Games Council.
 
28.3   Team composition shall be determined by the sport governing body. Once selected individuals may not be replaced unless with the agreement of the CGCS.   All squad members must have been part of the governing body’s specific Games preparation programme.
 
28.4   Numbers of competitors in each Team are as outlined by the host Games organisers. 
          
29      Category 3
 
Team and Relay Events- Archery, Athletics, Gymnastics, Badminton, Table Tennis, Swimming
29.1   Team events and Relays may be entered based on validated evidence of ability of the team or relay to:
29.1.1 make the final (relays) or last 8/quarter finals (team event) if more than 2/3 of the potential competitors in the event have achieved individual event standards; or
29.1.2 be a genuine medal chance if less than 2/3 potential competitors in the designated event do not all met individual event standards.
 
29.2   Reserves may be considered to cover injury and identified competition/training schedule conflicts.
 
29.3   Once an entry is agreed, team or relay composition is at the discretion of each sport team leader/ coach but individual relay commitments for each competitor shall be stated when nominations are made. Agreement to compete in team or relay events if required shall be a condition of the selection of each competitor unless the competitor is injured or a replacement is made with the sports team leader’s agreement.
            
          Doubles/Pairs and  other Multiple Member Events –
          Bowls, Shooting, Squash, Synchronised Swimming, Table Tennis, Tennis
29.4   All combinations shall show validated evidence of ability to meet the criteria as the combination selected or if individually meeting the criteria outlined in Category 1. Potential combinations will need to be discussed with, and agreed, with the CGCS prior to selection.
 
30.     Category 4
            Medal Support
30.1   Consideration will be given by the CGCS to selecting individuals if they are entered for the reason of providing support to an individual named who is a potential medal winner or in events or in competitions of a tactical nature. All individuals nominated under this category must be identified as such and meet a general criteria of making the top two thirds of the potential field in their event.
 
30.2   Governing bodies must discuss and obtain agreement with CGCS six months in advance of any nomination if any competitor is likely to be proposed on this basis.
 
30.3   If the athlete for whom medal support is being given withdraws from the event then those athletes selected in a medal support capacity may also be withdrawn.
 
31.     Category 5
            Glasgow 2014 Support
31.1   Consideration will be given by the CGCS to selecting individuals who although they may not have met the individual sports standard are identified and are agreed to be potential medal winners in the Glasgow 2014 Commonwealth Games. All individuals nominated under this category must be identified as such and meet a general criteria of making the top two thirds of the potential field in their event. Selection on this basis may take into account future performances but this must be based clearly on results in competitions both junior and senior prior to nomination.
 
31.2   Governing bodies must discuss, and obtain agreement, with CGCS six months in advance of any nomination if any competitor is likely to be proposed on this basis. Athletes will not be considered under this category just on the basis of having missed the agreed standards
 
 
 
 
32      Validated Evidence
32.1   The CGCS will agree with each governing body what will constitute validated evidence of performances consistent with these guidelines. These may be tighter than the CGCS principles but shall not be lesser. 
32.2   A one off performance will not necessarily guarantee final selection and performances shall be made under conditions or facilities and with equipment similar to those in which the Games events will be held. 
 
33      Discretion
The CGCS reserves the right to vary the general selection principles based on the projected standard of each event and resulting medal potential. The CGCS reserve the right to raise or lower the standard in relation to individual events or circumstances. Such alteration would be discussed in advance with each governing body concerned and any changes would be no later than the end of April 2009.
