Background 1 These proposed Commonwealth Games Council
for Scotland (CGCS) team selection procedures for the 2002 Manchester
Games have been developed following the review of the 1998 procedures.
They build on best practice from those games and take into account the
unique opportunities arising from the games being hosted in Manchester. 2 The 2002 Games are recognised as a continuum
in terms of both individual competitor and governing body development.
Their priority for the Games is linked with other key events such as
Olympic Games, World and European Championships. For some competitors,
the Games are a specific aim, for others, it represents a step in their
development towards future achievements in other competitions. 3 Considerable personal
and financial investment in preparation is made by the competitors themselves,
their families, clubs and governing bodies. However, there is also considerable
public and commercial investment in the Scottish Team through local
authority support, government support via direct funding, public investment
via lottery funding and via commercial sponsors of the team or specific
fundraising. 4
A 1999 System 3 public opinion poll ranked
the Commonwealth Games equal with the Olympics at 83% as the sporting
event in which the Scottish public wanted to see Scottish athletes succeeding. 5
The Commonwealth Games is the only multi sport
event where Scots compete as Scots. A link between success at a first
multi sport event and future multi sport events is apparent from athlete
comment in research from the 1998 Games. 6
It is recognised that although
performing with distinction as defined at the 1998 Games is an appropriate
standard, the 2002 Games can also be seen as an investment in both the
2006 Games and in ensuring Scottish competitors experience multi sport
conditions building up to the 2004 and 2008 Olympics. For success at
these Games it is important to ensure team members experience the unique
atmosphere and environment of a multi sport Games as opposed to only
being exposed to their own sport competitions. 7 Indications are that numbers for the 2002 Team Village in particular will be restricted with 17 sports have been named on the programme for 2002 compared with 10 in 1994 and 14 in 1998. Sport

Selection Aim 8 That Scotland has a team that performs with distinction in 2002 with performances in 2006 also a consideration. Broad
Selection Principles 9 The team selected shall be
considered as comprising of competitors, coaches, sport specific managers,
a central team management, competitor support staff including sport
specific sport science personnel and general medical team personnel
(including doctors, physiotherapists and massage therapists). 10 The team size will not be dependant on Village
numbers but on quality of potential performance. It will be located
both within and outwith the official Team Village but will be appointed
on the basis of ensuring an appropriate level of support for all competitors. 11 Membership of the team shall be considered as
being from the point of selection to the team by the CGCS. The team
represents the CGCS not individual governing body constituent members.
All team members including managers shall be responsible to the General
Team Manager for Games related matters, from selection as the named
representative of the CGCS. 12
General selection guidelines shall be agreed to ensure that the competitor
standards across the team, shall be as consistent as possible. 13 The Team shall adhere to the CGCS Code of Conduct at all times. 14 The CGCS has a duty to ensure all
involved in the Games have as positive an experience at, and leading
up to, the Games as possible and to reduce the possibility of inappropriate
behaviour ruining the Games experience for athletes and their families,
and of bring the Team, its supporters and sport into disrepute. 15 Individual Governing bodies are
able to name squads of potential competitors or potential support staff
but shall ensure that the status of all such appointments are clearly
communicated. Squad members shall be entitled to attend specific team
training programmes and receive information about the Games and shall
be expected to promote the team, if requested. Attendance at such an
event is conditional in individuals adhering to the principles of the
CGCS Code of Conduct. 16 CGCS has the authority to deselect
any Team Member but will liaise closely with, and consider the advice
of, constituent governing bodies if doing so. 17 The CGCS will provide all governing
bodies indicative numbers of competitors and support staff for planning
purposes based on agreed estimated numbers attending. It shall be clearly
understood that these numbers may go up or down dependent on the quality
of the competitors available at time of final selection. 18 No governing body who has a sport
on the programme has an automatic right to selection nor will all events
or team competitions be automatically filled. 19 Each sport may adopt tighter performance selection policies for individual events than the guidelines in this paper but shall not adopt ones which are looser.
Eligibility
and Conditions for Representation 20 Competitor eligibility and conditions for representing Scotland shall be as outlined in the Commonwealth Games Federation (CGF) and CGCS Constitution as follows: ARTICLE
24 Eligibility A competitor to be eligible to compete in the Commonwealth Games shall: 1 Comply with the rules and regulations (including the regulations in respect of currently prescribed substances and prescribed techniques) of the International Federation governing the relevant sport as well as those of the IOC and the World Anti Doping Authority however that the Commonwealth Games Federation may review the rules and regulations of each of the International Federations of the sports in the Commonwealth Games and may determine in what manner such rules and regulations should be applied to a multi-sports event so as to ensure that the over-riding principles of the Commonwealth Games are observed. 2 Not be currently under disqualification or suspension under the rules of the relevant International Federation as listed in Protocol 31. ARTICLE 25 Conditions for Representing a Country 1 A competitor shall comply with Articles 7 and 24. 2 A competitor shall be a citizen or subject of a constituent part of the Commonwealth as defined in Article 3 - a "Commonwealth Country" - and may represent either the Commonwealth country of birth; or the Commonwealth country in which he or she has resided for a minimum period of three years during the five years prior to the Games subject in the case of the British Isles, to paragraph 3 below. The requisite period of residence shall be established by physical presence in the country. 3 Where a competitor was
born within the British Isles (England, Scotland, Wales, Northern Ireland,
Isle of Man, Jersey or Guernsey) and has also resided therein for a
minimum period of twelve months prior to the Games he or she is qualified
to compete at his or her own choice for - 4 A competitor who has already competed in the Commonwealth Games for one Commonwealth country may represent another Commonwealth country at a future celebration of the Commonwealth Games with the approval from the Federation and the permission of the Commonwealth Games Associations of the two countries concerned. 5
The Executive Board shall
have power to alter or waive the period of residence in any particular
case for good reason or if the circumstances warrant. 21 Commitment by competitors to future
availability for competition for Scotland as a member of either constituent
governing body or for CGCS Teams must be taken into account when applying
selection guidelines. Selection
Guidelines for Competitors 22
Category 1
22.1 Validated evidence of ability
to make the final or top 10 and being in the top half of the field whichever
is the tighter standard. Knockout
Events 22.2 Validated evidence of ability
to make the quarter finals, or top half of the field, whichever is the
tighter standard. 23 Category 2 Team
Events 23.1 Each team must have validated
evidence of the ability to make the top 8 or to have qualified via a
pre-determined qualifying process.
23.2 Selection as a member of teams
in each sport shall be considered on the following basis: Team
Sport - Cricket, Rugby, Netball, Hockey 23.3 Numbers of competitors shall
be as outlined by the host Games organisers. Team composition is at
the discretion of each governing body. Individual
Sports - Swimming, Athletics 23.4 Relays may be nominated based
on validated evidence of ability of a team to make the final. Reserves
may be considered to cover injury and identified competition/training
schedule conflicts. 23.5 Relay competition entry is at the discretion of each governing body but individual relay commitments shall be indicated when nominations are made. Competing in these relay events shall be a condition of selection unless the competitor is injured or withdrawal is with the sport team manager's agreement. Team
Competitions - Gymnastics, Badminton 23.6 Where a team competition operates,
competitors may be selected to complete team membership where a team
medal opportunity exists. Consideration to reserves (if allowed) will
be made by the CGCS if the individuals concerned would finish in the
top half of identified individual events. Doubles/Pairs
and Multiple Member Events - Bowls, Shooting, Synchronised Swimming,
Table Tennis 23.7 Once agreement has been made
between the CGCS and individual governing bodies to enter these events
based on validated evidence of meeting performance criteria outlined
in 22.1, individual composition will be at the discretion of individual
governing bodies. 23.8 Discretion may be given by
the CGCS to the general selection guidelines based on the projection
standard of individual events. The CGCS reserve the right to raise or
lower the standard in relation to events or individual circumstances.
Such alteration would be discussed in advance with the governing bodies
concerned. This does not affect the ability of governing bodies to impose
lighter policies as outlined in point 19. 24 Category 3 Medal
Support 24.1 Consideration will be given
by the CGCS to selecting individuals if they are entered for the reason
of providing support to an individual named who is a potential medal
winner or in events or competitions of a tactical nature. All individuals
nominated under this category must be identified as such and meet the
general criteria of making the top two thirds of the field. 24.2 Governing bodies must discuss
and obtain agreement with CGCS well in advance of any nomination if
any competitor is being proposed on this basis. Validated
Evidence 24.3 The CGCS will agree, in advance, with each governing body what will constitute validated evidence of performance standard. Information
and Communication 25 In the first instance, the
Sport Specific Manager shall be the liaison/first point of contact.
All governing bodies shall forward contact details of the named individual
responsible for liasing on team issues to the CGCS, if this is not the
sport specific manager in each sport. 26 All governing bodies shall
provide to the CGCS by 28 February 2001 a guide as to how their sport
shall interpret these general guidelines based on appropriate weights,
times, distances, competition results, selection events, ranking on
either places. By 31 May 2001, this shall be confirmed, published and
circulated by the CGCS and then by individual sports. 27
All governing bodies have agreed
to ensure that if selection events are used, they are held at least
10 days prior to a final selection date on 31 May 2002. The exception
being final nomination dates for athletics, triathlon and swimming will
be by 23 June 2002 to take account of the competitive seasons and programme
for these sports. These dates will be strictly complied with to allow
any outstanding issues to be resolved, and with the CGCS to allow logistics
such as clothing, competitive kit, travel and information distribution
to team members to be effective. 28 Unless otherwise agreed the
selection period will start from 31 May 2001. Selection will be dependent
on evidence of form and fitness in June/July 2002. A one off performance
will not necessarily guarantee final selection. With prior agreement
from the CGCS, sport specific members may be named in advance of 24
June 2002. 29 All governing bodies agree to ensure that the Manchester 2002 Games will be given priority over other events during the 2002 competitive year. Where there is a UK governing body, a request will be made of the UK body that this is reflected in the appropriate World Class Performance Plan if appropriate. All governing bodies shall also advise athletes of this priority request.
